As a panel owner, you are able to invite all your panelists to a survey. Regardless of how active they are, by default, all your panelists that qualify for the study are included. In a project on panels that you do not own, the panelists considered have to have a minimum degree of responsiveness decided by Cint.
Quarantine rules still apply but can be bypassed on own panel, allowing you to invite 100% of your panel.
As a panel owner, you are allowed to bypass quarantine rules on own panel, schedule sample far in the future and then reschedule to send it now.
